i was wondering if there is a way to cap the upload/download speed of my roomates' wireless connection. they refuse to chip in for the cost of high speed and i dont feel they should have access to it if i have to front the whole cost. (im bitter.)

If you have full control of the connection, I would replace the router with a gateway computer and install a proxy server. That way you can control the bandwidth and control all aspects of the service.
Of course if you are truely vindictive you could simply take the modem when you leave the residence.
