access97 on Terminal Server 2003

Hi,
I'm trying to install access97on TS 2003.
I get a message during the setup unable to create file system.mdw in the system23 folder.

The microsoft database does not solve the problem.

I solved the problem.
I went 2 another computer that I has XP and that allso had office xp and access97 on it. After installing access97 on the server and getting the error. I then copyed the file from computer to the terminal server.

Then the access ran. But when I opend an old file it would open and close.
To make a long story short. When I enterd the TS with an administrator user a window popped up saying that some one was trying to use access with out permition so I opend the policy and.... WALLA it all worked.
