High CPU usage Win 2000

I borrowed this computer while mine was getting a new power supply. It was running fine when I started using it, but things are just getting worse and worse. The computer did have AVG protection, but I have uninstalled those thinking that this was part of the problem, but have not gotten it reinstalled.

A few weeks ago I ran spybot and found that we had smitfraud, spyhunter, as well as many others. Some of those were deleted after fixing it. I tried to run smitfraud fix, but it would not clean registry, so it was not resolved. Now when I try to run any programs including spybot or windows update and random times on internet explorer, the cpu usage spikes to 90-100% which generally causes the computer to freeze or restart. I have read several forums and can not find any real solutions for this problem.
