firewall maybe blocking msn messenger

I am trying to download MSN on a different computer and i keep getting up this message:

your firewall may be blocking msn from connecting to the service. Please review your firewall settings.

What does this mean?!?!?!?!

MSN? Are you trying to use Windows Messenger (msmsgs.exe)? Your firewall may have blocked this program and permissions for it need to be checked and possibly changed. Your Internet Options in IE 6/7 may have to be looked at too.
