pci simple communications controller error code 28

My daughters computer has developed a problem, in the DEVICE MANAGER wlth the pci simple communications controller, it has a CODE 28 .the Microsoft website says that CODE 28 is hardware without drivers ,but what hardware. someone told me that it is for a modem ,but the machine does not have one.
the motherboard is a: GIGABYTE GA-8SIMLH (Rev 3.x) .I have been to the gigabyte website to try and download the modem drivers but they do not have any modem drivers. plus they is no sign of a on-board modem either. Please Me.

Do you have the driver CD for your motherboard? If so, try installing the Chip Set drivers again. Or go back to the website and download the most current Chip Set drivers.

Yes l do have motherboard CD which l have installed twice ,plus l have downloaded the new chipset drivers with no result. plus l have reinstalled windows xp with the same code 28.

Have you tried

1. uninstalling the PCI controller, rebooting, and allowing Windows to reinstall

2. updating the driver for the PCI controller, choosing to "Install from a List or Specific Location", then choosing "I will choose the driver to install"

3. updating the driver for the PCI controller, choosing to "Install from a List or Specific Location", the choosing C:\Windows\System32

I have tried 1,2,3, still code 28 ,please tell me which folder in the SYSTEM32 folder to check on.because l tried just the system 32 folder.

Try Windows\System32\Drivers or Windows\INF.

Your "simple communication device" may be the serial port being used as a modem. You might look in BIOS setup to see if that mode is enabled and disable it if it is.

There is NO modem in this machine (pci or on-board) ,it goes through a twisted pair network to get on to the internet ,which it is unable to get on line.

I went to the Gigabyte website and checked the specs on your board. It does list a COM port (as in communication) which is one of the serial ports and in some cases has been used as a simple communication device between machines on networks.
