Dual monitors issue

Any ideas about dragging internet explorer pages between dual monitors. I can drag and drop from my documents, or my photos, and even stretch them across monitors but I was hoping to be able to drag and drop web pages into different windows while browsing with Internet Explorer 7. I have the 128MB ATI Radeon 9700XT card for Dell Dimesion systems and I am using Window XP.
