XP Will not shut down

This time I have two problems.
I am working on a Dell Dimension 3000.
When I shut down it comes to a light-blue empty screen and stays there.
And, it will not read a cd drive. I have changed the cables and the drive, but that didn't help. It will recognize the drive, but it can not read the drive. Tried to boot to XP cd to run repair, but it can't see/read the disk. When it finishes booting to XP it shows the cd drive but can not read anything in it.
I would appreciate any ideas anyone might have. Thanks in advance.

Hi poppyal!!

Let's take a look at the upper and lower filters for the cd-rom problem. Click Start then Run and type regedit...click "Ok"

In the left pane, expand (click +) HKEY_LOCAL_MACHINE, then SYSTEM, then CurrentControlSet, then Control, then Class, and click on {4D36E965-E325-11CE-BFC1-08002BE10318} In the right pane, are UpperFilters and/or LowerFilters listed?

Click Start, then Run, type services.msc and click "Ok". In the list of services, is "NVidia Driver Helper" listed?
