Win XP SP2 loading problems

I recently did a fresh install of win xp sp2. Computer now does not load up all the time. 9 out of 10 times it will load up to the Windows Logo image then it will reboot back to beginning of reboot stage then freeze. I then have to turn the computer off and try again and hope that it will actually boot up fully. Any ideas why this is happening 9 out of 10 times and why it works only once in a while? very frusterating when I did all my upgrading and re installing my programs.

Are you able to boot into safe mod consistently or at all?

No I can't boot into safe mode at all. It just extracts the files then reboots back to beginning and locks up as well
