so do you know if "R630 XT $199.00" is going to be a good card? Have to wait for benchmarks?

but what are its specs? how much ram on it, and what is the memory bandwith... etc.

Its the HD 2600XT, memory bandwidth=25.6 GB/s, 256 MB GDDR3, 128-bit memory interface.
These are all estimations, nothing really confirmed, what nothing will really be confirmed till we see the cards most likely.
These cards have been delayed to June it sounds like due to the HUGE demand and interest from HP, dell and other vendors. However the two higher end cards are rumoured to be released on May 14th. Remember that 200$ is USD not CND. It'll probably be in the 280$CND range.
