Missing explorer.exe, desktop and toolbar

I am missing everything from my desktop except for the background pic. The only way I can open programs and files is to go through the Windows Task manager and open them individually.
While trying to fix the problem, I noticed explorer.exe is no where to be found.

Has anyone ever heard of this problem and if so, is there any way to fix it without having to reload windows or do a system repair?

Any help or advice is greatly appreciated.

When I open Task Manager and click on NewTask type Explorer.exe nothing happens.

EDIT: I'm using windows xp pro. my system is a HP NC4000 laptop.

I ran adware,spybot, ParaLogic Xoftspy SE, everything was clean....yet I cant use my computer
