IP vs Computer Lag

1st time poster. I apologize if this is the wrong section. I have recently experienced higher ping rates than others playing COD UO multiplayer. My computer usually is at the top vs. others. I have a lag-o-meter but it lumps my computer and ISP as one rating. How can I tell if the problem is my computer or the ISP? I went to speakeasy.net and got download rate of 3437kbs (429kb/sec) and upload rate of 321kbs (40.1kb/sec). Lastly, ad-awre, trend-micro, hijak-this, and security task manager all look ok (nothing new). I've also rebooted my cable DSL.
