Plug & Play Software Enumerator (Error Code 31)

I am having a problem with my Plug and Play Software Enumerator. My sound card is installed but I have no sound which has only appeared to happen after reinstalled windows sp2.

In device manager the PnP Enumerator is listed but has a yellow exclaimation mark next to it. When I look at properties it has an error code 31 (windows cannot load the driver for this device). I have installed and uninstalled the device using other methods (using machine.inf) and i have also tried reinstalling the drivers but it always gives me error code 31. Can anyone help?
