Trying to install windows installer 3.1

concerning Error number: 0x8DDD0007
I deleted RebootRequired in the registry as directed by you and Microsoft and it did not correct the problem. I have tried several things including trying to install Windows Installer 3.1 v2 (KB893803v2) and I got Access denied and my computer booted. I even tried to install Windows Installer 3.1 v2 in Safe Mode and got the same problem.

Any other ideas that might work.
