Error 1706 when trying to import data to outlook 2003

Hello

WHen trying to import data to (or export from) MS outlook 2003 I get a meessage that the translator is not installed.
When trying to install it I get error message 1706.

I followed MS support guidance trying to install the updates from the "Add/Remove" section but it did not solve the problem.

I also uninstalled office and reinstalled it but the problem remains.

I appreciate your suggestions
