TV signal works, but looks lousy

Roomate's Computer

TV coax cable connected to back of machine. Running windows media center, watching TV channel. Sound is scratchy. If window covers more than 30% of screen, picture quality goes way down. Monitor is brand new.

Also, when coax cable is attached to wall, funky horizontal waves travel up screen. waves disappear when cable detached from wall.

If you need info, I need to know EXACTLY where to go to get it.
