If the battery meter in Windows shows full charge but it only runs for a few minutes or not at all, that is usually a sign that the battery has reached the end of it's life. They cannot be re-charged forever owing to the gradual chemical changes within the battery. Also poor maintenance can accelerate this change such as running the laptop on mains power for an extended period with the battery connected when it's not required.
