outlook express error code

I recently added a new user to my computer. We set up an Outlook Express account for them. Now here is the problem. If I log on to the computer and they log on later we both have access to our email accounts. The problem is if I log off of the computer and they are still logged on they don't have access to their email account anymore. We get and error code saying:

The connection to the server has failed. Account: 'mail.sasktel.net', Server: 'mail.sasktel.net', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

Can anyone please help me to solve this problem.
