Desktop icons turn generic and nothing works

I reboot the computer and after about ten minutes all the desktop icons turn to this generic icon and nothing runs. If I double click on an icon nothing happens.

When I go directly to the .exe for a given programme and double click it I get this error "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

I was also recently experiencing random restarts also. I have run MyRegistryCleaner v2.1 and CA anti Virus.
Any ideas?
