Download directX 9.0 from here. Regarding your question as to why the computer starts somwtimes and sometimes it doesn't the answer is that I don't know. Very often you get problems with computers that you don't know the answer for and you solve them by trial and error starting with the easy and cheap (drivers) to the more complicated and expensive (hardware).

Well to me it sounds like you have a driver conflict,

The best way to resolve this would probably be to download and install Driver cleaner pro
HERE: http://www.drivercleaner.net/

Boot into safe mode and run the application remove any drivers that the program finds and then resart and boot back into safe mode then try to reinstall the drivers after you have cheacked your Direct X version

This may help and also while you are swapping and changing different drivers each time you change the drivers run thjis program to remove all traces of the drivers because sometimes drivers leave stray files around

I found the problem to why I couldn't reinstall that 'Application' file. I went into safe mode and because of that, DirectX prolly didn't start up. I could boot normally (before installing that is), installed and now I'm doing good. Hopefully it's not a coincidence that I could startup again. Haha.

Now I have a question, is MSI Live Monitor a graphics driver? Is it crashing into my RADEON graphic driver? I have MSI Live Monitor installed by my administrator about 6 months ago. >.>
