Help and Support, System Restore stopped working

my Help and Support, and System Restore have stopped working. i am not sure but i think it happened when i was installation Kaspersky personal pro 5.0, when they asked me for an activation, i didnt have one, so i quit the installation. then after that i have not been able to go to Help and Support or use the System Restore utility. can someone please help?!
