How do I turn off blue alignment?

This issue has been driving me crazy ever since whenever. I don't know how to turn off the alignment line that changes from purple and blue at the most random times. If you used Visual basic you're probally know what I'm talking about. It's that chessy line that if you make something underneath it or whatever and it tries to line it up but I sometimes don't want to line them up and it messes with how I want to make the thing.
