Whenever I start the computer it reads Boot from CD: some copyright stuff, media test failure check cables, but I have checked every cable twice.

are you trying to boot to the CD? or what? tripple check your drives...make sure the cables are the right way round, in the right ports, and make sure the power cables are connected...also boot into bios and see if there's a setting called "boot do lan" or PXE boot or something to the effect of booting to a network...if you find that setting disable it

The OP's computer is trying to boot off something, failing on everything it can and is trying to boot off the network. Put your XP/Vista disk in the CD tray.
