XP Auto Restart on Shut Down

I have Windows XP, SP2 running on an Intel machine.

We have three users setup within XP, me, my wife and my daughter.

If more than one user has opened his or her user space (that is, I log on, then Switch User and my wife logs on),

And one of the users tries to Shut Down the Operating System,

Then the Operating System will execute a Restart.

I end up logging all users off, then doing a Shut Down.

Is there an O/S Configuration Setting that I'm missing?
