I am logged in as administrator, the only user account on my computer. I tried logging off and doing it again, rebooting didn't change it either.

Give it a shot in safe mode. You could also try disabling it using Win Patrol. You can download it here: Win Patrol Free Edition.

Why is it that I cannot make changes to my msconfig? I am (AM) the administrator. I only have one account and that is the administrator account on my computer.
I tried disabling in the Safe mode but it still doesn't uncheck the checkmark in msconfig and I keep getting this message that I am logged on in Selective Startup (on the General tab). It tells me I have to be the administrator to do it.
Over the past week I have downloaded several different copies of freeware and I getting tired of downloading and running different Ad scans and Zone Alarms, etc. First things first and that would be to see why I am not the admin.
