Windows installer and ADD/REMOVE programs

Hi there,
I have been working with Stamper19 removing all of my malware and now I am completely cleaned! However, in the interrim, I have developed a Windows Installer problem. On start-up and sometimes when I try to run a program, the Windows installer pops up and tries to install JASC Paint Shop Pro Studio, which I don't use. I went to ADD/REMOVE programs and the screen tells me to stand by while it populates and then just sits there not populating. I booted in SAFE mode and ADD/REMOVE screen will populate, but I am unable to remove anything. I receive an error message telling me that the windows installer cannot be accessed.
Can this be fixed?

Followed the link, followed the instructions with no change. Windows installer still tries to install Jasc Paint studio album5 on reboot.
ADD/REMOVE program screen still doesn't populate.
