I have resolve my issue by uninstalling the McAfee software. I now have AVG installed.

1]Are you aware of McAfee's Security Centry causing such an issue;
2]Do you perhaps know, by divine insight, how to deactivate the firewall to see if this resolves the issue; and
3]Do you know if performing a 'Registry cleanup' (as part of the system cleanup) might cause this issue? I do not think so, but what i know appears to be only enough to be dangerous.
