Hello this is my first build and i want some advice budget is around 700 this is an office pc not a gamming rig so no high end hardwear needed. It will be running windows vista or xp pro

Since you live in canada I can suggest some great sites, don't be fooled by tigerdirect, they charge alot more I find.
Take a look at the following sites.

www.NCIX.ca
ww.anitec.ca
The sites above have weekly sales and great deals, also if you live outside of BC you don't have to pay PST which is another huge bonus.
I'll give yeah an example with the RAM.

You get 2GB of RAM for the price of the 1GB you have at tiger direct.
Take a look around these sites and see what you can dig up.
Also you need a video card and PSU.

is the on board video card not good enough and i think that the psu comes with the case correct me if i am wrong

I didn't initially see any thing regarding a GPU, but now I see a very little bit of information regarding it.
Those fans move little to no air really, also it always worries me when they don't mention thier DBA rating because you never know how loud they are.
While I don't recommend a PSU that comes with a case, for office use you should be able to get buy with it.
