looking for a simple photo editing program

I am not a high tech computer person or a high tech digital photographer. In fact, my photos generally need a lot of "tuning up".
I am looking for a simple to use digital photo editor....somthing I can easilly download photos to edit them (lighten/darken, etc.)...nothing fancy.
However, I would like one that I can write text under the photo in order to make a Christmas letter with photos.
I liked Picassa...but it has some bad downsides.

Any program will do...freeware, purchase, etc.

Suggestions????

Have a look at Paint.Net which requires .net framework 2

It has an undo function, though if you use the save as option, the original is untouched

They have a number of tutorials and a good support forum
