INCOMPLETE TASKMANAGER?

whenever i bring up taskmanager, ctrl alt delete, does not show option for processes, nor does it allow me to close the
box, ( no X)?
i have to reboot to ride the screen of the incomplete taskmanager box.
What can i do to correct this?
