what are these and how can i remove them, i think they are the reason that my computer is running slow

The Perflib subkey stores configuration data for the Windows Performance Library, which collects and organizes data for performance tools, such as System Monitor.

Unlikely you will delete them as they are in use

In the temp folder you may have problems deleting anything prefaced with ~

it does say that a program is running so how do i find what is running and stop it?

They are there because Windows is running

Switching the PC off is the only sensible way

Why do you say the PC is running slowly?
