I boot up the computer and it shows a healthy connection to the network.

I am able to ping any site through the cmd prompt.

I disable all startup items and all services that aren't microsoft services and the internet still wont' work.

I ran all the programs in safe mode to find malware with no luck ... Spybot / Adaware / AVG Anti-Virus / AVG Ewido / Super Anti SpyWare / Panda Online Scan.

I ran network utility tool and everything looks normal.

Uninstalled and reinstalled the NIC Card driver still with no success.

I tried accessing the internet connection through a program updater such as spybot updater with no luck.

The internet will only work in safe mode with networking through a browser.

I hope you all have some idea as to what this issue is stemmed from. I believe there is something posing as a MICROSOFT SERVICE in the startup that is killing the connectivity with the computer's browsers and programs.
