I've got two computers in my house and I just wondered if there was a program where I can limit the download on one computer and allow free access to another?

Not really, it would be easily bypassable.
If you connect via a router, some of them have options to throttle Internet traffic in their setup options, though this is often only found on the higher-end routers.
