Ok, I did some research, and it turns out this program IS from PCMag site, but there is another program named something like "Startup Cop!" or something like that, and it is not the same program as this one.

Appearantly I downloaded this program from some other site about 3 years ago, and now they want you to pay for it. I dont remember what site it was, but it was not a Warzes or anything like that.

This link is the 1999 version, not the 2003 Startup Cop Pro. I have never used the pro one, and this works just fine for me.

I guess to stay legal, I cannot attach this file to this post. I assume either they changed their thoughts on making it free, or somebody added it to their personal site and thats how I got it.

good and bad news.
One of my best tools in Easycleaner which is so simple and helps you chose the following:
What starts up on your computer, what programs you have, history, cookies, temp files, registry, etc., and the program is free.
