Windows won't boot?

Windows won't start. So I turn on the computer and it comes up with that "sorry for the inconvenience" screen with the choices and all the choices go to the screen with the windows xp logo and the little blue load bar and after that it turns black and does nothing. I called Dell technical support and they had me repair windows using the disk by pushing F12 on startup and having it run the cd rom drive. But then 1/2 way through they realized we had no warranty so they hung up. Well after windows was repaired it's doing exactly the same thing. Nothing seems to he'll. I ran the dell diagnostics and got 2 error codes
Read Test
Error code 0F00:0244
Msg: block 6707883 : uncorectable data error or media is right protected

And
Verify test
Error code 0F00:0244
Msg: block 6707883 : uncorrectable data error....etc.

I have no idea what else to try so I decided to ask u guys for some help! Thanx

Hard drive issues. Strongly recommend you replace it before it packs up altogether and you lose everything on it.

So the stuff on the hard drive is slavageable? And is replacing it a hard job, should I have someone do it or can I? I have some basic skills.
