Highfrequence Noise, Then Crashs..

Every 9/10 times when I turn on my Acer it sends out a very high frequncey continuese noise, on the start up screeb
sadly I have to then turn it off...
on the 1/10 times it actualy works, passes strat up, log on and after aplying personal settings (takes 3min) and is loading everything it then restarts itself and we then go to the 9/10 times one again....
Can Anyone Please Help
