HP 6736 Moniter Problem

Im try to fix the moniter that came with my Hewlitt Packard 6736 Pavillion. As soon as I plug it in it starts clicking on and off and doesnt stop. I dont know where to start, could it be a fuse or is it the actual switch underneath the screen. These are my best guesses. Anyone else deal with a similar issue?
