No Permission to Join Mshome network

I just added a computer to our small LAN via an Ethernet connection, but I cannot access the network only the shared internet. What do I do to give the new machine access privilages to the existing Mshome network? Thanks.

check to see if Simple File Sharing (Control Panel -
Folder Options - View - Advanced settings) is enabled or disabled. If not- enable it. (on the PC which can't see the local workgroup).
