Noticed this sometimes. Sometimes I click on the taskbar(on a window) but the window does not appear as though i havent clicked on it. I use Alt + Tab to solve this usually. But it is still annoying. The main problem is when this happens on a game mainly football manager because the game doesnt work right. It starts makin erratic movements.
Any more details needed?

I think you may mean when you click on the 'title bar'. A window doesn't have a task bar. That sits along the bottom of the Desktop, not a window. It may be your graphics driver needs updating.
