Can somebody PLEASE tell me on how i can accomplish a CLEAR effect on my Vista Startup tool bar ?!

see attachment of a snapshot of Vista theme. Note on how the TASKBAR & STARTUP have a CLEAR effect.

CONTROL PANEL/CLASSIC VIEW/PERSONALIZATION/WINDOW COLOUR AND APPEARANCE pick a colour, and tick ENABLE TRANSPARENCY and adjust the amount of transparency required.
