when I go to, display properties and choose Desk top
The word background is grayed out.
How do I un freeze this ?

There may be some wallpaper settings that have changed. Try using the "Allow Wallpaper/Background Changes" fix (line 142, column 2) from the following website:
Troubleshooting Windows XP, Tweaks and Fixes for Windows XP

To use the Regedits: Save the REG File to your hard disk. Double click it and answer yes to the import prompt.
