Upon attempting to open a Access Database (Microsoft Office 2003) It gives and error that states, "Database was unable to create the Database window. Please upgrade to a newer version of Microsoft Internet Explorer." What does internet explorer have to do with an Access Database?? There have been no changes to the version of Office or Explorer recently and this database gets utilized on a daily basis. Explorer Version 6.1.2900.2180.

you'd be surprised of the places that MS ties IE to...there are alot of things that you wouldn't think require it's functionality that really do

do you have a test platform that you can upgrade to IE7 to see if the error message's suggestion works?

Along with what dsenette suggested, you can also check out the following:
Description of the Access 2003 post-Service Pack 1 hotfix package: April 28, 2005

Do you have the latest service pack (SP3) for Office 2003 installed?
