Computer wont boot. operating system wont reinstall

I have a Toshiba a85 notebook. It was recently sitting Idle when it locked up and went to the infamous blue screen, and wouldn't boot up after that. I tried to do a clean install of windows however, when I try to partition the hard drive and install windows I get these warnings that certain files can't install hit enter to retry or esc to continue with installation. I have to hit esc because the file won't load no matter how many time I hit enter. I have I bought a new hard drive and its the same story. I even tried a different operating system disk same thing. Does anyone have any ideas of what my problem might be.

Duff computer memory is the first thing I suspect after ruling out defective media and defective drives.
