Word expanding header

I have a Word doc in which on each succeeding page, the header/footer become 1 inch larger. By page 4, the header takes up half the page! If I move it up, it pushes the footer on the preceding page up. I can't find anything that will stop this.

It gives information on how to keep headers and footers from moving the main document text in How Headers and Footers Affect Margin Settings.

Word 2004 for Mac doesn't allow negative margin entries.
I am attaching a screen shot of the problem. Look at the margin rulers

Oh sorry, I didn't see it was a Mac you were dealing with. I don't have much information about that, I really haven't dealt with Word on Macs. Maybe there would be something in the following website that would help you:
