Here's my problem: Windows will not load when the computer is restarted. The sytem completes the POST and then hangs right before the Windows splash screen. It is simply blank.

Just FYI:
- Windows WILL start up just fine if the computer has been sitting OFF for at least ten minutes.

Things I've already tried:
- Reformatted the HD and reinstalled Windows XP
- Tried a fresh install of Windows XP on a different HD

My half-cocked theories:
1. Could one of the system and/or boot files be corrupted? My guess is NO because this would also affect a normal cold boot shouldn't it?
2. Is there a component either on the mobo or in the PSU that is locally overheating? If so, it would mean then that said component is only needed during boot up. In other words, it does its job during boot and then is no longer needed. After a cold boot (which so far has always been successful) that component would then be too hot to work properly for a restart.

Does off mean off as in totally unplugged from the wall or does it mean off as in just switched off?

In any case swapping the power supply out is a good place to start.
