Icons in system tray keep reappearing

Certain icons in the system tray keep (like safely remove hardware) reappearing despite setting them to always hide (not hide when inactive).

I only have one application running on startup, and that one keeps rearing its head too.

Does anyone know why icons keep overridng my commands?

This is more an issue with the programs themselves rather than any Windows thing.
Bear in mind icons are usually only hidden when there's more than about two or three down there, otherwise nothing will get hidden at all.

Ok, I have fixed these programs but I cannot stop the safely remove hardware icon from reappearing after I tell it to hide. I understand there is a commercial tool that gets rid of it for good, but do you know of any ways to do it without wasting money?

What's that poor little "Safely Remove Hardware" icon ever done to you?
I'd leave it be, it obviously likes sitting in the system tray.
