mail comes up behind page and...

I have Vista home premium. When I click on mail, it comes up behind the current page. Same thing with download instructions,etc. Sometimes there are instructions that come up that I don't know that are there because they are behind the page. And in some case, the page can't be minimized and if I delete it, the instructions go too. Any suggestions or is this something I have to live with? Thanks for your time.
