Spike problem.

Okay, I've had this problem for a long time. I really need it to be fixed. It happened long ago after I defragged my PC, that my internet stopped working. After a while it worked, but I then notice that my games have been spiking and also everyone telling me I spike a lot. Everyones ping would jump from 20 to 60 in games. Could there have been a defrag problem at that time and it's still visible or something? Please someone tell me how to fix the problem.

I also did a speedtest.net test on my area, I usually get 10~20 ping. Now I get around 50 and up.
