Infected PC, programs won't start...

Hello there,

For some reason, the last time I restarted my pc, I can't open any program, it keeps asking what program do I want to use to open it with... even accessories... system restore... run...
Now im here on safemode... because IE won't connect me due to my Norton antivirus blocking it or something... but even Norton won't open, if it does, it would let me connect... it just asks what program I want to use... what should I do?
