DSC.exe Slowing Boot

My father (84) complained that the time required to boot his machine (a 2400 DELL, running XP Home-SP2) was over 6 minutes - so I used the MS Task Manager and looked.

There was a process (dsc.exe) that was running and taking an inordinate amount of CPU/time.

Any thoughts?
I realize haven't supplied very much info (almost none) but his PC is at his house and don't have immediate access (and gathering any info is beyond his computer capabilities). Have tried searching Internet but info is either vague or non-existent.

I try to keep his PC up-to-date with AV defs (he has AVG and gets updates each day) and runs SpyBot every 3--4 weeks.
