Video payback problems

I have been trying to watch videos from my pc and the playback lags and freezes. I'm sure you have probably covered this before but I was wondering if you had any ideas and solutions to my dilemma? Thanks for all the help!!!

What are your PC specs?

Make/model
CPU speed
How much memory
What optical drives are installed? Which is master, which is slave? How are they attached (what connectors are they hooked to)?

What else is running when you do this.
